PayPal fees by country are determined first by the market where the receiving merchant account is registered—not simply by the customer’s country or the currency selected at checkout. The payment route then determines the base rate, the sender’s market can add an international percentage, and the currency received determines the fixed fee.

This guide compares representative standard commercial receiving rates for PayPal accounts in the United States, United Kingdom, Canada, and Australia. It also uses Germany as a European example to show why there is no single “Europe PayPal fee.”

What determines your PayPal country rate?

  1. Receiving account market: the merchant fee table normally starts with the market in which PayPal registers or identifies the receiving account.
  2. Payment route: Checkout, direct Goods and Services, card processing, invoices, QR codes, Pay Later, and other products can have different rates within the same country.
  3. Sender market: an international percentage can be added when PayPal identifies the sender and receiver as residents of different markets, subject to PayPal’s market groupings.
  4. Currency received: where a route has a fixed fee, that fixed amount generally follows the currency received rather than the merchant’s country name.
  5. Currency conversion: PayPal’s exchange-rate spread is a separate layer when PayPal converts money. It is not included in the examples on this page.

For example, a US merchant receiving EUR does not become a European merchant. The US account’s applicable percentage rate still starts from the US fee table, while the fixed amount can follow EUR and a conversion spread may apply if PayPal converts the balance.

PayPal’s US merchant page was last updated July 15, 2026. It does not publish one domestic rate for every commercial payment. The correct row depends on how the customer pays.

PayPal fees in the United Kingdom

PayPal’s UK merchant page was last updated July 15, 2026. A typical PayPal-account payment for goods or services falls under “All Other Commercial Transactions,” while a qualifying card-funded payment made without a PayPal account has a different domestic rate.

PayPal treats transactions among the UK, Guernsey, Jersey, and Isle of Man as domestic for these fee purposes.

PayPal also describes a separate 1.29% EEA-related service fee, but states that it applies only to merchants with separate agreements. It should not be added to every UK merchant example.

Upcoming UK change: PayPal’s policy update says that from October 1, 2026, an eligible UK merchant may contact PayPal to request enrolment in an optional tiered plan for domestic commercial transactions. The plan is not automatic, uses eligible commercial volume from the previous calendar month, and does not by itself establish the total fee for an international payment.

PayPal fees in Canada

PayPal’s Canadian merchant page was last updated July 15, 2026. The standard domestic commercial rate is 2.90% plus the fixed fee; when CAD is received, the standard fixed fee is C$0.30.

On a C$100 domestic commercial payment, the fee is C$3.20 and the seller receives C$96.80. Canada’s different US and rest-of-world additions—summarized in the comparison table above—are a good example of why a generic international rate cannot be applied to every country pair.

PayPal fees in Australia

PayPal’s Australian merchant page was last updated July 23, 2026. The standard commercial rate is 2.90% plus the fixed fee, and the standard AUD fixed amount is A$0.30. PayPal adds 1.00 percentage point to international commercial transactions.

On an A$100 domestic commercial payment, the fee is A$3.20 and the seller receives A$96.80. PayPal also lists a 1.20% domestic QR-code rate, demonstrating that product choice still matters within the same market. PayPal states that its Australian Combined Financial Services Guide and Product Disclosure Statement prevails if it conflicts with the merchant webpage.

PayPal fees in Europe are not one rate

Do not use a single row labelled “Europe” for every merchant account. PayPal publishes market-specific fee pages, and both the product rate and fixed fee can differ.

  • Germany example: PayPal Checkout is 2.99% plus a €0.39 fixed fee, while direct Goods and Services is 2.49% plus a €0.35 fixed fee.
  • Spain example: “All Other Commercial Transactions” is 2.90% plus a €0.35 fixed fee.
  • EEA treatment: local fee pages can treat certain EEA transactions as domestic, but the exact product row still comes from the receiving account’s own market page.

For direct verification, use PayPal’s merchant pages for Germany, France, Spain, or Italy. The page language can be local, but its “Relevant Market/Region” section identifies the account market covered.

India is another reason not to use a continent-wide rate: PayPal’s India merchant page states that India users are supported for international payments only and lists 4.40% plus a fixed fee for receiving an international commercial transaction. An “Asia domestic fee” would therefore be misleading.

The fixed fee follows the currency received

Many commercial routes add a fixed amount based on the currency received. That is why a US merchant receiving EUR can have a euro fixed fee even though the applicable percentage starts from the US market’s product row.

How to find the official PayPal fee for any country

  1. Open PayPal’s website for the market where the receiving account is registered.
  2. Choose the merchant or business fee page, not only the consumer fee page.
  3. Confirm that “Relevant Market/Region” names the correct account market.
  4. Find the exact product row used for the payment.
  5. If the sender is abroad, add only the international percentage listed for that sender group.
  6. Use the fixed-fee table for the currency actually received.
  7. Check PayPal’s transaction exchange rate separately if conversion will occur.
  8. Read the page’s last-updated date and policy updates before relying on the result.

Personal payments are a different fee category

Personal payments can use different consumer fee schedules based on the account market, funding source, sender and recipient markets, and whether conversion occurs.
